Mr. Chary joined the Indian Administrative Service (IAS) in 1964. While in the Service, he had been the Finance Secretary, Planning Secretary, Home Secretary, and officiating Chief Secretary of the Government of Maharashtra. He has assumed positions of great significance such as the Chairman of the Forward Markets Commission (FMC), Government of India. He has been the Chairman, Vice-Chairman, and the Director on the board of a number of Central and State public sector undertakings. During his vast and illustrious career, Mr. Chary has held a series of challenging positions such as Secretary, Maharashtra State Electricity Board (MSEB); Secretary to the Chief Minister of Maharashtra; Additional Municipal Commissioner, Municipal Corporation of Greater Bombay; Vice-Chairman, Maharashtra State Road Transport Corporation (MSRTC).

Ashima Goyal, professor IGIDR, Mumbai is widely published in institutional and open economy macroeconomics, international finance and governance and has participated in research projects with WB, GDN, RBI, ADB, and UN ESCAP.
